Jeanne Breen is a global expert in road safety management and policy review with over 38 years of national and international expertise.  She works with the leading international organizations concerned with road safety and advises governments in low, middle and high-income countries on road safety management, strategic review and next steps. Jeanne Breen was awarded the OBE in the Millenium Honours List by the British Government for her services to road safety in the UK.   She is now a member of the Board of Trustees of PACTS, a Fellow of the Chartered Institution of Highways and Transportation and a Fellow of the Royal Society of Arts.  She is a graduate of the University College of Wales, Aberystwyth.

Background
Prior to becoming an independent consultant in 2003 and with a background in road safety research, Jeanne Breen played a major role in establishing and subsequently directing two successful independent non-governmental road safety organizations between 1983 and 2003 the UK Parliamentary Advisory Council for Transport Safety (PACTS) and the European Transport Safety Council (ETSC).  Both organizations are associated with the introduction of a range of evidence-based road safety measures.
