Prior to becoming an independent consultant in 2003 and
with a background in road safety research, Jeanne Breen
played a major role in establishing and subsequently
directing two successful independent non-governmental
road safety organizations between 1983 and 2003 – the UK
Parliamentary Advisory Council for Transport Safety
(PACTS) and the European Transport Safety Council
Both organizations are associated with the introduction
of a range of evidence-based road safety measures.
